Interact 2007-2013, or Interact II, is a technical assistance programme based on facilitation, cooperation and transfer under the “European territorial cooperation” objective. Approved by the European Commission in December 2007, it covers all of the Member States of the European Union as well as Norway and Switzerland. Its budget amounts to €40 million for the 2007-2013 period and is co-financed by the ERDF (European Regional Development Fund) and the Member States, Norway and Switzerland (85% ERDF and 15% national contributions).
The Interact II programme aims to improve the implementation and execution of programmes in the context of the “European territorial cooperation” objective (cross-border, transnational and interregional cooperation). Its main objective is to promote good governance of these programmes. To this end, Interact II is aimed particularly at the managing authorities and joint technical secretariats, as well as at the monitoring committees, national contact points, certifying authorities and the organisations responsible for carrying out audits. The programme gives them advice regarding implementation, supports the organisation of thematic seminars and provides them with examples of good practices.
The programme also supports cooperation at the European Union’s external borders:
- It supports cooperation programmes between Member States and the countries that are candidates or potential candidates for EU membership, with co-financing provided by the Instrument for Pre-Accession (IPA).

The programme follows the two following priorities:
- Priority 1: The development and provision of services (around 94% of the budget)
This priority concerns the development and dissemination of services and products based on the good practices, knowledge and experience of players in the field of territorial cooperation.
- Priority 2: Technical assistance (around 6% of the budget)
Technical assistance supports activities in relation to the preparation, management, evaluation and monitoring of operational programmes. Assistance is also provided with the aim of strengthening administrative capacities. Technical assistance is primarily entrusted to the Interact programme’s secretariat by the programme’s managing authority.
The Interact programme in the 2000-2006 period also made possible support at project level. In this context, the Mission Opérationnelle Transfrontalière was the lead partner in an Interact project known as INTERFORM.
With a view to preparing the third generation of the programme – Interact 2014-2020 – the MOT took part in the consultations carried out among the players concerned on the needs for 2013 and on the 2014-2020 programme.

Within the framework of the Interact programme, the MOT led the INTERFORM project “A European training and research network on cross-border practices”. Conducted between 2004 and 2008, this project made it possible to set up a European training and research network focused on cross-border practices.
